Hello!

I just installed a Nvidia Quadro P2000 GPU because I was hoping to reduce CPU usage on my computer. However, I'm still seeing a 25% CPU usage with my stream (GPU ~7%). What can I do to transfer more computing power to my GPU? I'd like to get my CPU down to the 5% range.

Attaching my log.

Most of the CPU use is likely coming from the sources themselves.
Nothing you can really do about that.

OBS isn't recognizing your video adapter:
16:40:24.614: Initializing D3D11... 16:40:24.614: Available Video Adapters: 16:40:24.618: Adapter 1: NVIDIA Quadro P2000 16:40:24.618: Dedicated VRAM: 3221225472 16:40:24.618: Shared VRAM: 1073676288 16:40:24.622: Loading up D3D11 on adapter Microsoft Basic Render Driver (0) 16:40:24.626: D3D11 loaded successfully, feature level used: b000
It should not read "Loading up D3D11 on adapter Microsoft Basic Render Driver", it should list the Nvidia adapter in that line instead. I suspect it is because it appears you didn't connect your monitor to the Quadro card. Connect your monitor to the Quadro card!
