Question / Help High CPU usage, pixel streams

*Before you gonna read it, please understand that my english is not quietly great, but I'm trying to not making mistakes, but I hope that you will understand mostly everything.*

For about a 2 weeks I have new PC, and everything is working on high/ultra details.
When I started using OBS and started streaming, I can't stand two things and unable to fix it.
I tryed everything to fix this problems but it's really hard.

On Streams, I mostly have open browser (YouTube, Facebook, Google) Chat in Popout, Steam, screenshu, uPlay, Origin, and my internet connection is 60Mbit/s on download, and 6Mbit/s on upload.

I know that option "Do it for me, because I'm lazy" it's big excuse, but I think that in this world is somebody who can help with that.

My PC specs:
Windows 8.1 Pro 64bit
ASUS Z97-PRO GAMER
ASUS GeForce GTX 960 Strix
8GB of RAM, 1300MHz from Kingston HyperX
Inter Cole i5-4690K

How about testing both downscale resolutions to determine if the performance and video quality is okay?

The big problem is that I want to stream in really big quality on 1920x1080, but actually I'm playing games on window mode in 1600x900 in high/ultra quality. But I will try test both quality, maybe even with higher bitrate.
 
That doesn't make any sense, upscaling 1600x900 source content to a higher resolution will only reduce the quality of your stream and hurt performance.
