High CPU usage on x264 but NOT QuickSync (I use a seperate streaming PC)

Hello!

I am currently facing an issue when streaming using x264 where my CPU usage jumps to 80-90% and there is extreme lag on stream. When using QuickSync the CPU usage stays around 20% with no lag.

I currently have a dual pc streaming setup with the below specs:

Gaming PC:
1. Intel(R) Core(TM) i7-9700 CPU @ 3.00GHz 3.00 GHz
2. 32.0 GB DDR4 RAM
3. RTX 3090

Streaming PC:
1. Intel(R) Core(TM) i7-10700K CPU @ 3.80GHz 3.79 GHz
2. 16 GB DDR4 RAM

I have attached the log for when I streamed with x264 (super laggy and high CPU %) and then switched to QuickSync (not laggy and low CPU%)

It may be your CPU is overheating, thus throttling itself, thus not able to encode x264 medium 1920x1080@60 fps.
