Question / Help High CPU usage. Low in game FPS

New system build. Everything freshly installed. For some reason I am getting high usage compared to the last build. Low FPS in games. Monitor capture helps somewhat. Encoding on the GPU helps a little as well. Confused as to why this is an issue with this Ryzen7. This wasn't and issue with the old build and that was a quad core Haswell.

Network speeds are: 150/150
