Question / Help High CPU Usage/High Encoding on i7 4790k?

I've read a lot of posts but I feel like I'm in a special area surrounding this topic at the moment, so I'm trying to do 1080P 60FPS recording with my ElGato HD60. My specs are i7 4790k (4.0) with it's built in GPU and 12gigs of RAM. I can barely do 720P 30FPS which is weird considering my CPU should be well enough capable to handle it. I just upgraded to the CPU last night because my original CPU was i5 4440s (2.8) and could handle 720P 60FPS but I wanted to do 1080P 60FPS so I upgraded to be downgraded in a sense at the moment. I will upload a log file, hope we can figure this out though!

Quick Sync won't handle 1080p60 encoding on preset 1. Switch it to 4+ and see if that helps. Why are you using hardware encoding with a 4790K at your disposal? You're using the same hardware encoder your i5 had.

Edit: Sorry, I see the attempt using x264 in there as well. Does the problem happen only when the Elgato is in the scene? If you make a new scene collection without the Elgato added (not a global source either) is performance still really poor?

Thanks for the response, last time I checked it did but I'll check in the morning when I'm by a computer, I did some testing with native game capture hd and had no problems what so ever so I don't know why obs would, I'll see what I can get in the morning and post logs.
