Post a log from a live streaming session at least 5 minutes in length. That one is less than 20 seconds long, and will not contain a representative data sampling.
1600kbps is going to result in fairly poor 720p@30 video; 1500kbps is considered the realistic minimum to run 720p at all, especially with a high-motion game (eg: any FPS or third-person MMO). You might consider a downscale to 480p@30 if you are unable to bump to 2000kbps.
Settings look reasonable for an i5, but Paladins is a Beta product so optimization issues can be expected. Are you monitoring CPU load, temperature, and throttling?
