Don't use monitor capture, if you can avoid it. Window capture with Aero enabled is much faster, as is game capture. What game are you trying to capture?
Also, don't use VBR on Twitch. Enable CBR, drop the bit rate to 3500, and set your Keyframe interval to 2 in Advanced settings.

looks actually like something is wrong with your system since your render times are really high for that cpu also 1080p seems to be too much for your system anyway cause you got almost 10% late frames so your pc is really falling behind probably a big performance issue going on even tho your system should be capable of 1080p with high ingame settings for LoL
1080p is not really recommended for most cases, yea. Your CPU is spending all its time encoding. Higher resolution/fps means higher CPU usage. Downscale to 720p, and, (optionally), lower your FPS. It will make it have less problems for viewers as well.
Buffer size is higher than bitrate. It should always be the same as or lower than bitrate. You also only need around 3000 for a 720p stream (which is the resolution you should be using).
