Question / Help High CPU Usage and Frame Skipping

Im trying to stream Dota 2 (Game Capture) through Twitch and my problem is that every few seconds I get a "High Encoding" message even if its on 200 and it will frame skip for a few seconds then go back to normal. At most I'm only using 25% of my CPU despite it saying high CPU usage.

Heres my Specs:

Processor: Intel(R) Core(TM) i5-2500k CPU @ 3.300GHz 3.30GHz
Installed Memory: 8GB RAM
Video Adapter: NVIDIA GeForce GTX 760

Windows 8.1

Not sure what extra info you need, I'm very new to this and know little about streaming.

If you need to know any more info I'll be happy to post and thank you for the help
 
My suggestion is to limit the framerate in DotA. Either use Vsync, or some 3rd party tool like EVGA Prceision/MSI Afterburner to limit FPS. Otherwise OBS and DotA will compete for CPU/GPU resources. Otherwise, your PC specs/settings seem perfectly fine for the game. That's really the only thing that comes to mind to suggest.
