High CPU Usage after replacing PSU and GPU

So I had an RTX 2080 and a 600W PSU in my PC and I replaced them with an RTX 3080Ti and 1000W PSU. After the replacement, whenever I run OBS, the CPU spikes. It maxes out when I start streaming and playing a game. Prior to the replacement, I had no issues whatsoever with my current setup of scenes in OBS. I have no idea what happened.
