Question / Help High cpu encoding

Ok so already have tried all the suggestions in the sticky threads about this and still having the message appear and major lag. Downscaling, different servers, changing priorities, 720p at 30fps with lower bitrates, unparking my cores, and upping my performance settings. If anyone can look at my log and let me know whats causing this thanks.

Dont know if this help, but give it a try:
Downscale your Webcam to 720p. It has 1080p actually.

Change the Filter to Bilinear, if its not so.
 
I do have it set to Bilinear but I will try changing the webcam resolution. Thanks. Not sure what else to really do. I am currently having internet stability issues but don't really think that is causing the High CPU usage warning to pop up.
 
So now i'm having lag and stalling issues then my stream crashes every time. I've had my ISP (comcast) out on several occasions due to some poor connection issues. They have changed all lines and hardware from the street to my PC and the internet is good on their end. The issue is timeouts when doing tracer route pings to several websites including twitch. So comcast is saying the timeouts with packet loss is happening after comcast. so out in the interwebs somewhere. Anyone heard of such a thing? so frustrating that i can't get any consistency with my streams. Here's my last log file with lots of disconnects.
