Question / Help High CPU after downscaling & using recommended settings.. PLEASE HELP!

I'm still having a problem with a High CPU problem even after I downscale the resolution. I have ran the analyzer for the log and fixed everything I can. Still don't know what the issue is. Still need help!

you're probably not going to get good results streaming and gaming on a laptop. You should probably use quicksync. That would give you the best results.

Quicksync is broken at the moment. Can't use it due to the QVShelper problem or whatever it is
