Hey i took a look at your log and noticed your "Game DVR" is on .. best is to deactivate everything from Windows Gaming while using OBS.
You are using x.264 for recording atm. Have you tried to record with your GPU? It might be simply the fact, your CPU isnt strong enough to handle the load of OBS. Open the Taskmanager --> Performace and whatch how high your CPU and GPU are climbing while you are recording.
