OK so i don't know whats happening or how to explain it but here is a picture.

Try:
Upgrading your video drivers
Go to %appdata%\obs\ and delete the "shaderCache" folder
Or use a different capture method such as monitor capture and just crop it if it continues to have issues

didn't work so i'm just going to do monitor capture.
