Question / Help Help with stream quality

Ok so for years ive been trying to figure my quality out. I can seem to get the blurriness away. Most days my upload is 5 but it varries from 3min 6max.

Bitrate 3300
Encoder Software(x264) (hardware could be a decent option)
Audio 160 (im an audiophile)
Encoder faster (my cpu is at 100% :( )

Video Base: 1080p
Output: 1096x616


Any ideas how to not make it blurry?
