Question / Help Help with setup/bad stream quality

Hello! Lemme start off by saying any help is appreciated.

Specs -

2 monitors
MOBO - strix x99
CPU - 6850k
GPU - 1070
RAM - 32GB (4x8) corsair vengeance RGB
water cooled, all temps are very low
Windows 10

When streaming i have tried with chrome open to my streaming tools, and i have tried it without anything but the game and OBS open. The quality does not change.

OBS being the only thing open besides background processes my GPU load is constantly @ 60% if that matters.

I feel like i should be getting better quality and no lag/stuttering problems when streaming @ 720p 30fps and when i try to stream @ 1080p 60fps its even worse. When streaming @ 720p 30fps game is super playable @ 125fps constant, but when i check the VOD it looks very bad... Any suggestions as to what settings i should have or anything i can do to improve quality besides buying two Titans or two 1080 tis or building another computer ( which im doing but wont be completed for a couple months).

ps. excuse the sound drop off and control lose towards end of video.. first time thats ever happened lol lost all my USB ports for a second.

what bitrate? what encoder? what resolution? what framerate?

dont expect to stream on twitch 1080p60 as NON-Partner -> 720p60 is even hard to look decent with 3500kbps -> but with NVenc it should look decent -> but still DONT GO 1080p60 with it (on twitch - until u r Partner)

ps get some knowledge of h264 before streaming -> so what is needed for a video to look good

3000 bit rate, x246 encoder, 1920x1080 down scaled to 1280x720, and what do you mean by frame rate? In game I have it capped at 125 but I can reach 230ish when streaming at 720p 30fps. The problem is, it looks like a bit of stuttering is going on and some parts lag on fast movement.

what encoder? AMD AMF? Nvidia NVenc? Intel QuickSync? Software h264?

if u want your stream to be 720p30:
Xaymars AMF: 2500kbps is ok - 3500kbps (with some tweaks) is pretty decent // Xaymars 1.9.9.11 works like a charm - but we have to wait for 2.1.0 for improved quality for streaming
NVenc: 2000kbps is ok - 3000kbps is decent // maybe input lag and some strange memorybus behavior)
QS: 3000kbps is ok // you litterly cant set it properly
h264: 2000kbps is ok - 3000kbps is decent // lots of stuff to do - take slowest possible preset - takes huge amount of CPU

u CAN TRY 720p60 with 3500kbps on AMF, NVenc and h264 -> but its only ok and not decent quality // i think best yet is NVenc for that - but we have to wait for Xaymars AMF Enc Plugin 2.1.0 ;)
