Question / Help Help with encoding settings

Hey all, these are my system specs:

i5-3570k
8GB ram
GTX 670
Upload speed: 2.2 mbps (tested at testmy.net w/ a 33mb upload file).

I have had the issue of really fuzzy stream when there's movement in the game for a long time now, it happened in xsplit as well, and I know it's my encoding settings. Currently, I'm at 10 quality, 2000 max birate, 2000 buffer size, and 256 bitrate for audio. When I stand still it's pretty good but when I move it fuzzes a lot. I'd like to improve how text looks overall when standing still and when there's movement. My goal is to have a fairly smooth 720p 30 fps stream.

Here's some more info on my OBS settings:
Base resolution 1280x720
FPS: 30
Resolution Downscale: none, 1280x720
I play on a 1920x1080 monitor.
x264 cpu preset: veryfast
My location is miami, fl, I chose the miami, fl server.

That made things worse unfortunately. Also, how do I install the 64 bit version? Do I run the regular installer or download the "binaries"? I'm using W7 64 bit but not sure I got the OBS 64 bit version.

lower the audio quality to aac 128.. there is no point in going above 128 for aac and 192 for mp3 since that's where the audio gets transparent for most human ears..

this is what recommend after you lower the audio bitrate

2200 bitrate 3000 buffer and lower the quality a bit .. its ok to lower the maximum quality to improve the minimum quality if the game has lots of screen movement

However, how can I make the overall text look sharper? My quality is already 10.

there is no sharping shaders on obs atm.. if the game resolution is at 1080p you gonna lose sharper looking pixels streaming at 720p..

can you post a link to your stream ?

How much sharper are you wanting your text, exactly? o_O Looks incredibly sharp to me.

btw, don't watch your stream while you are streaming, it will cause poor stream performance

Your Base resolution must be set as your monitor resolution wich is 1920x1080, then downscale it by 1.5 to 1280x720, should be better, the rest of you settings are alright, Quality 8 with high motion games, 10 with low is what gives the best quality so far with me.
