I don't know if its my pc or internet but when I try'ed streaming to twitch I get a warning for low bittrate and the stream laggs. here is my most resent log. also here is my upload speed

Yeah.. you might be able to cast in 240p, at maybe 15fps with super low quality audio.
Also, your CPU is a potato. The i3 is... let's call it 'budget conscious'. It really isn't going to be able to keep up with more than (maybe?) 360p video, even if you get a faster upstream internet connection.
