Hello everybody,
Well, I ask you guys for some help to start my broadcasts with OBS.

The configuration of my computer
I7 3770k @ 4.4
16Gb ram DDR3 1600Mhz
SSD 128GB HyperX 3K
GTX 560TI Hawk
Monitor 1080p 23''

I intend to do my broadcasts in 720p - 30FPS. What settings do you suggest so I can start my tests?

Great system. First, try out 3000/3000 for your video encoding, then in video settings, 1.5 downscale (for 720p) and 30fps. Everything else preferably at default.

Then try to stream, and if you get dropped frames (which you probably will at first), keep lowering your bitrate/buffersize by 100 to 200 and try again each time until you get a stable stream over a long period with little to no frame drops. Speedtest does a small test window so it's not always representative of your sustained network speed over long periods. You should be able to maintain a good looking 720p 30fps stream even at about 2000/2000, so you should be fine regardless.
