Question / Help Help setting up my stream

OK. i read a few forums on how to set it up but still doesnt make any sense for me.
I play and want to stream League of Legends. i tried streaming before and it seems my stream kinda lagged. drop in my fps also.
Laptop Specs
Quad core processor AMD A8-4500m 1.90 GHz
AMD RADEON HD 7640G
6 gigs of ram
windows 7 64 bit
Resolution 1600x900

Looking for set up with the whole bit rate things ect.
What settings should i use?
Encoding check or uncheck cbr
max bitrate buffer size

ok so not sure what options are mine again...

1) HP told my my laptop is quard core. IS my option AMD FX quad core or higher?
2) obs says in the video secion AMD RADEON HD 7640G
so is m option AMD RADEON 6600 or higher or is it the next option amd MOBILE or amd radion since its on a laptop?
3) my speed test varies from 10mbps to 18 mbps. will that effect it since its such a large range?

Your CPU is one of the lower end options, as is your GPU. You'll want to start with 480p and 25FPS. Your connection seems pretty solid, so that's good. 1500 bitrate to start with that resolution/FPS.
