So I was testing my stream seeing how far my computer can handle. I noticed that my stream starts to pixalize when I move my character around.

The total frames duplicate: is something you want to be less than 1% to have a good looking stream. Since yours is too high, nearly 4%, you need to reduce your stream settings. I suggest a larger downscale (like 1.5) for a smaller stream, and lower FPS, like 30 instead of 60.

Then look at your log file and see if the total frames duplicated is less than 1%. If it is, your stream should look much improved. If it is not, then come back here for more help.

lower your downscale 720p60 should be fine probably consider going with 30 fps since its only an i5 but obviously its depending on the game you play if its heavy taxing on your cpu or not
