Question / Help Help Please, Stream having constant pixels

Hello I've been trying to find settings that would be ideal for viewers so that they can enjoy high quality streams. My computer and network shouldn't be holding it back:

CPU: I7-4770k @ 4.2ghz
GPU: GTX 780'S SLI
Ram: 16 @ 2133 mhz
Network: 200/20
Monitor: Asus VG248QE @ 120hz

I've been trying to find the best settings but to stream at the highest possible quality but have had no luck. If anyone could please help I would greatly appreciate it.

i assume you are no twitch partner

so basically a bitrate between 1500-2500 is usually the best on a resolution of 1280x720@30fps

if you would be a twitch partner, well then you can almost put whatever you want since your viewers get rooted through an actually decent server
