hi there i am having problems with OBS with my Stream going Blurry when fast moving or turning

I am using an Elgato HD60 via Ps4

My Pc setup is
i5-7600K CPU@3800mhz
16gb Memory
NVIDIA Geforce GTX 1050ti

My internet is Download 200Mbps and 12Mbps Upload

looking for help if anyone can giv e me it thank you
