Question / Help Help needed, stream is very blurry on Twitch

Hey guys, I'm attempting to stream on Twitch and I'm having massive issues when it comes to my stream quality. My stream appears to be very pixelated/blurry and I can't figure out why for the life of me. I've been trying various different settings for the past couple hours and nothing appears to be helping. I don't experience any frame drops nor do I exceed my bandwidth. My download and upload speeds are 41 and 8 respectively. I am on a wired connection.

PC Specs
Ryzen 5 1600
16gb 2666mhz RAM
1080ti
LG 34" 21:9 ultrawide monitor

Rate Control: CBR
Bit rate: I've tried between 3000-6000, doesn't fix the blurriness
Keyframe: 2
Preset: Quality
Profile: High
Look ahead: Unchecked
Psycho: Unchecked (I had it checked before, same issue)
GPU: 0
Max B: 2

Video
Base: I've tried both 2560x1080 and 1920x1080. As my monitor is 21:9 aspect ratio, I'd like it to appear this way on stream. I'm not concerned about black bars
Output: 1706x720 and 1280x720 have both been used depending on what base resolution I'm running.
Downscale: Bicubic. I've tried Lanczos and it just made it worse.
FPS: 60. 30 isn't really an option. I've tried it and it was still just as blurry.

Process Priority: High
Color Format: NV12
Color Space: 709. I've tried 601 and I still have the same issue.
Color Range: Partial

Everything else is on default.

Here's a link to a test stream. I've been messing around with this for hours today and I can't seem to get anywhere. As you can see in the test stream, the blurriness only really starts when there's movement on the stream. It's very noticeable, especially looking at the text at the bottom and my steering wheel. This particular example I'm running a base resolution of 1920x1080, downscaled to 1280x720, hence the black space at the bottom. For reference, this is what it looks like with a base of 2560x1080, downscaled to 1706x720. Same awful blurriness. This appears to be some sort of bandwidth issue but even maxing it out at 6000 (for Twitch) doesn't really help at all. Please help.
