As you can hear, the audio keeping cutting in and out/popping
As you can see, the video freezes every few seconds

You altered the x264 preset to something that's harder on your CPU, not easier.

Set the Preset to UltraFast instead. Set the stream framerate down to 30 from 48. Turn Windows 10 Game Mode off. Turn VSync on.

If you still have more than 1% skipped frames, you'll need to downscale.

Not really. Just get the skipped frames percentage reasonably low and probably it'll stop happening.

Fix the video and the audio will probably fix itself.
