You're trying to run 720p at 60fps, with NVENC (which delivers extremely poor quality encoding, requiring a ton more bitrate to not look like crap).
Switch back to x264 Veryfast, and dial it back to 30fps.
You may also want to download the AMD specific build, as AMD APUs are notoriously anemic, and the AMD-specific build helps to alleviate that somewhat.

so what are good settings for no pixeltion on 720p 30fps with 2,6up and my rig?No. Still nowhere even close to enough. 720p@60 wants 2700kbps minimum, and NVENC needs between 1.5-2x as much bitrate as it's such a low-quality encode.
Drop to 30fps and switch back to x264 Veryfast.
