I read threw the logs and it says no GPUs support h.264 but when I checked it said my GPU does support h.264

6500xt doesn't have h.264 ... and 5800x neither

Can you tell me any good graphics cards that have h.264 for video making nvidia or amd doesn't matter also that are discrete

what resolution would you set ? almost every cards possess H.264, only low end card dont have H.264 like yours

1920x1080 By the way the reason I got a bad graphics card is because I play minecraft and most youtubers I see have bad GPUs because I've heard minecraft doesn't need a good GPU and only a good CPU

if you would play in 1080p and do streaming in 1080p, 3060(ti)or newer one 4060 from NVIDIA or 6600xt or 7600(xt) from AMD would be fine.

Minecraft, even at 1080p, takes more GPU power than one may realize.
x.264 uses the CPU for encoding, not the GPU. With an Nvidia RTX 3000 or 4000 series GPU, you can stream to Kick, twitch, etc. using Nvidia NVENC H264 with nearly zero burden on your CPU.
A decent GPU is the difference between a having a good or a bad streaming experience. Same for recording/capturing.
@avisdylan's recommendations are spot on for a budget card solution. Even Intel's new Arc A750 or Arc A770 GPU's would be a little cheaper and excellent for Minecraft.

Yes, a old nVidia GTX 1060 with NVENC would work fine for encoding/streaming 1080p
Turing or newer NVENC is often recommended for better quality encoding, but for minecraft, I wouldn't think it would make as much difference (if at all noticeable)
NVidia has a chart showing their GPU history and associated NVENC encoders

No, I meant that I need a discrete graphics card for my PC to work and a 1060 isn't discrete and I wanted to see if there was a way to make my 1060 work.

I don't follow you.
Discrete in this context means a GPU that is NOT part of the CPU (ie, integrated vs discrete, ex an APU). So, with a desktop PC (vs lap/mini with soldered components), and a PCIe add-in graphic card, that PCIe card is by definition 'discrete'

Using a Ryzen CPU and a nVidia GPU tends to be fine. Lots of current OEMs are creating system with that exact config. obviously that is with much newer generation GPUs, but a GTX 1060 is NOT tied to an Intel motherboard.
