Question / Help **HELP!** FPS problems

So I have been having this problem for a while, but I used to only play DayZ, which is a major work in progress game (loads of glitches and graphic problems). My problem is that my FPS counter on OBS at the bottom of the window says weird numbers/variables like shown in the picture attachment while streaming. I'm not sure what has been causing it. The weirdest part about it all is that it only happens when I have the window on top of all the other windows. For instance, if I have PUBG open and am playing it (clicked into the window) it shows those weird abnormal variables on the FPS; but, if I have PUBG running and I click over to like Chrome to play some music or check an email it says 60 FPS, which is what it should be saying the whole time. Now I use PUBG as an example but it happens with all the games I play which amounts to many different types. I've done some testing of my own so I can say what I've tried. I have tried playing the games in different rez, fullscreen (windowed), fullscreen, full windowed, I've tried using NVENC and x264, different buffer rates, recording instead of streaming, different tunes, different CPU presets, different Profiles, streaming to different regions, i usually run in admin mode just to keep things smooth, and lastly i've tried window and game capture as well as display capture.
