If your upload speed is 1,500kbps (and you follow the 50% rule) than that means the max bitrate you can use is 750kbps (or 0.75mbps).

You need more upload speed for starters.
 
Until you post a log (as instructed when you join this forum and stickied at the top) there is no helping with such things. It would be a horrible waste of my time to try and guess based on the complete lack of information you've posted.
