Question / Help Help Dissecting log. Dropping frames in OBS out of nowhere.

Hello! I have been streaming for a few months and have recently started dropping frames at random in OBS. My gameplay (overwatch) doesn't really seem to be affected but the stream is almost unwatchable. Here is the log:

My Download is 180, Upload is 10, and my GPU is a 980ti Golden Edition.
