Is there anyway i can stream 1920x1080 with only 1500 mb upload for bitrate?

you can but in a shitty quality so don't do it.

You might barely be able to do 720p, but even that is really pushing it off 1500 bitrate

Why bother with 1080p with such poor upload? Just do 720p at highest and 1500 should be fine.

720p with medium x264 settings (if you have a nice 6-8core FX-cpu).
