Question / Help Help! Camera goes blurry when game is moving.

Been noticing a huge decline in quality with my webcam with my streams lately. I use a Logitech c922 at 1080p and my computer equipment should be able to handle that, i have obs render down everything to put out 720p 60fps. equipment is as follows. latest log included
Processor: Intel Core i7 6700

Hard Drive: 1TB Seagate

240GB SSD

Graphics Card: GeForce GTX 1070 8GB

System Memory: 16GB DDR4 2666MHz
