Question / Help Help!!!! Bitrate not high 2500-3000

I’ve been streaming on obs with the same setup same computer same internet bitrate etc... for the last past 6 months. Well about 3 days ago soon as I started my stream I got major dropped frames. I played with my computer settings for about 3 hours and nothing worked, called my internet provider got a free fresh start and internet boost for the troubles but still nothing. I pulled up my stats in obs and everything is perfect except the dropped frames 1649/4409 (37.4%) and it’s red PLEASE HELP ME
