You'd be better served by something with a 20-series, 1660, or a 1650 Super (NOT the standard non-super or Ti). At that point you can just use NVENC to stream; the NVENC core on Turing cards is roughly equivalent to x264 Medium, or even Slow. So it looks good.
Would advise Win10 Pro instead of Home.
That machine WILL work (the 1050 has NVENC, just... a much worse version), but if you're already putting out the money? Save up a little more first, you'll have a better time.

Would also advise a desktop instead of a laptop, if possible. Laptops have a lot of drawbacks when it comes to livestreaming. If you're buying a machine mainly for streaming as its primary purpose, a desktop is the way to go. More expandable, upgradeable, not as limited on thermal envelope, not having to choose between either Window+Game capture or Display capture, able to use internal PCIe cards instead of being reliant on USB. "Gaming laptops" (and "streaming laptops" by extension) are what I call "the tallest midget". They suck at both halves of the description.
