Question / Help HELP! 1080p/60fps Local Recording Settings/Stream Settings

I just built a new PC and I was wondering what would be the best settings for recording 1080p/60fps (local recording), and then as well the best settings for streaming to YouTube in 1080p/60fps?

ENCODING: x264 or NVIDIA? Which is the best option? (You can find my PC Specs down below). BITRATE: I've played around with 8,000, 10,000, and 12,000 for recording, but I heard you should do 10,000-12,000 for 1080p/60fps recording? Is that true? AUDIO: I'm using AAC, 44.1kHz, 192 bitrate and stereo.

Most of the other stuff is default, I do have delays set to make sure everything is in Sync visually/audio wise, but that's about it. Thoughts? What should I play with/change?

Also for some reason when I do record with those settings the OVERALL AUDIO seems off. . like low quality and low volume. . . Any idea why? (I don't know if it matters but I'm forcing Mic/Aux to Mono cause the way my stuff is set up, if I don't do that my mic will only record left channel). The video MIGHT look a bit off too I'm not sure. . . maybe a tad fuzzy? I don't know.

NVEnc for local recording, x264 for streaming. 1080p60 probably requires around 20 to 30kb/s for close to transparent quality, which means you can only record at that, not stream. Stream at 720p30 unless you have transcoding available (Twitch partnered).

Can't be more specific because it depends too much on your game and your personal opinions.

20-30 THOUSAND kbs? or 20-30kbs?

With NVEnc, that bitrate range is good for recording PC games at 1080p60. It should have minimal or zero impact on the games themselves.
