Question / Help Heavy Stutter while Streaming

Hello, i am really new to the streaming world and i am testing a few programms. With OBS i get Heavy Stuttering while (frame Drops?) im streaming, not ingame, there is all fine only the Stream stutter. i have tested a few tipps from here and google, but it wont get better.

maybe my system is to weak for streaming:

i5 7600k stock
Asus Rx 480 8GB stock
8 GB Kingston HyperX DDR 4 Ram (2133)

i also have tested the Advanced Media Framework Plugin, but nothing changed

None of your logs show you trying to use x264 as your encoder.

Nope, that one's still solid AMD encoders, with no x264 attempt.

hmm ok then where can i chose it ? i only have this two options
