HD60 Works fine for a while, then drops to 30FPS or lower randomly

I cannot seem to figure this out. I will be streaming / recording just fine, full 1080p60FPS with no issues.... then out of nowhere, it drops to 30FPS or lower on both recording and stream. What is going on here? I have looked everywhere and there seems to be a general problem or bug.... but it's just infuriating. After I restart OBS it works just fine again at 60FPS/1080p......I am using a GTX1070/// 32GB RAM /// ryzen 2600 rig to stream / record my XBOX Series X gameplay. Any help appreciated, at the brink of pure rage. Thank you
 
I wanted to clarify that I am not "dropping frames" as in actually losing frames where it displays it in the bottom left. The recordings and streams simply become very choppy but I am not actually "losing frames" according to OBS. Anyone has any idea what's going on your assistance is greatly appreciated, I'm at a loss here. This never used to happen.
