Looks like the capture device in OBS is misconfigured:

15:19:23.635: [DShow Device: 'HDPVR'] settings updated:
15:19:23.635: video device: IT9910 Capture Filter (HD)
15:19:23.635: video path: \\?\usb#vid_2040&pid_f800#13697208#{65e8773d-8f56-11d0-a3b9-00a0c9223196}\{99104000-a330-11e1-a380-991068640000}
15:19:23.635: resolution: 720x480
15:19:23.635: fps: 59.94 (interval: 166833)
15:19:23.635: format: H264
15:19:23.635: using video device audio: yes
15:19:23.635: sample rate: 48000
15:19:23.635: channels: 2
15:19:23.635: audio type: Capture
15:19:36.840: warning: More than one AAC RDB per ADTS frame
15:19:36.840: warning: is not implemented. Update your FFmpeg version to the newest one from Git. If the problem still occurs, it means that your file has a feature which has not been implemented.
15:19:36.840: Error decoding audio

The last error repeats for the remainder of the session.

From the description it seems like this device is intended to record standalone and then transfer media to a PC afterwards, rather than be used as a live capture card.

So basically I'm screwed?

I don't know? I don't have this hardware to test, or what settings are available for it. The log definitely is saying it can't get the audio stream, and as this is a portable recorder rather than a capture device, I suspect it may just not be intended for the use you're attempting.
