gpu-z is showing the card in x2 instead of x16.
So at the moment, I'm not sure what's correct. GPU-Z or Nvidia. I also originally had my Capture card in slot 4 because I figured it'd stay at x4 instead of changing my GPU to x8. Oops. Guess its good to read your manual sometimes.

BAM. Fixed it. Just reseated my GPU and its at full x16. Wouldn't have even thought of that so thank you guys for your help.

Was this an incorrect-slot video card, or an issue with shared PCIe lanes, or both?

@StevenWongo
For future clarity, could you explain what slots the cards were in when you were having this issue and explain what slots the cards are in now that it's fixed? Thanks!

Well, with my Z370 motherboard the first PCI-E 16x runs at 8x if the second slot if used up. Even if it's not something that needs all that power. All I did was read my motherboard manual, and saw that it mentioned that, and swapped it immediately.
