The settings are the same I've had them for a long time. Took a job contract in an area with no internet for 6 months and didn't stream. I came back to it, used the same settings and got a drastically different result than when I used to stream at 60fps 720p. This last bit seems important for ruling out the pc not being up to snuff.
I have upgraded to windows 10 since then.
