When I record, I get REALLY Crappy video quality and its all slow and crap. Im not sure if its the software itself or my Computer. Also, whenever i record, the recordings go to the Movies folder according to the software but whenever I go to the movie folder, there are no recordings of OBS. I also need to find the CFR Option and turn it on. I Dont know where it is.

You need to save your recordings in obs as an MP4 file to be able to see them.
There is an option in Output > Recording > Recording Format > MP4
Its CRF not CFR.
You can find it here Output > Rate Control > CRF
I have a small guide made by myself for 720p 60 fps but its ment for streaming not for recording.
You could give it a look and optimize some of it in your own settings.
