Having issues streaming through NDI

Good evening,

I recently setup my dual PC setup with NDI. I tried NDI tools and the double OBS process too. I'm seeing stuttering through the stream and I've tried to mitigate everything down to a possible cause with nothing helping. I'll upload the log from my stream PC.

Specs for gaming PC:

i7-11700KF
RTX 3070
16GB Ram

Its probably something simple, but at this point I'm not sure what else is the issue.
