Switch your output to 720p
and increase your bitrate if that is possible! otherwise reduce the FPS to 30

The problem is that you are using a pretty big resolution and 60 fps on a bitrate that is too low for such formats
Let alone the fact you want to stream on 720p but haven't used a 720p resolution for output.

That still isn't 720p (width: 1120, height: 700)

Also make sure your internet can handle it! The log shows some issues with the connection not being strong enough!

Can you link to a video of the issue? The log looks fine...I'm guessing you just have an unreasonable expectation of the kind of quality you can expect from streaming video.

If he's just using downscale, he won't have the option for 720p as his monitor is 16:10 aspect ratio.

Anyway, I agree with Dodgepong, it's probably an expectation issue. 1120x700@45FPS on 2700 bitrate should be pretty good. Beyond raising bitrate to 3000, you could experiment with changing the x264 preset in Advanced settings again.

I mean, that CS VOD looks exactly how it's supposed to look. Your quality is fine. The only way to increase quality at this point is to not downscale and raise your bitrate, but that makes things harder on your PC, and increases the download demand for any potential viewers.

edit: Oh, I see you've gone back to 1680x1050 at 45fps for LoL at only around 2200 bitrate or so. That's not going to look super awesome, you'll want to downscale or raise bitrate in that case.
