Question / Help Having 'choke' Issues while streaming

Computer Specs:
CPU - i7 4770k
GPU - 7970 GHZ Edition
Ram: 16 Gigs DDR3 @ 1866 MHz

Internet: 50 Down / 3 Up while using 1850 / 1850 in OBS.

I stream CS:GO mainly as well as DOTA 2.

I encounter slight stutter issues (not FPS drop), and it's slightly, but enough to annoy me.
