Question / Help Having a media player open fixs streaming FPS??

Hey I'm new to streaming guys and I have been trying to get a high quality stream going and I'm having a confusing issue.

Having VLC or the windows media player open will cause my stream to spike up to the 30fps I want, but without one of these open it will only be at around 8-10 fps. I ran into this randomly when i was testing. The only thing i can think of is that these media players are changing some settings or something on my computer when they are open that then allows me to stream properly?

I can post specs or anything if needed, but hopefully someone has run into something like this before?

EDIT: ok so it looks like this fps spike only occurs if i am playing a 1080p movie. Playing a 720p or lower quality movie drops my fps by 1 or 2 as you would expect.

Well it seems this issue has disappeared with a restart. Interesting little glitch... Got my 30 fps now, but still drops down to like 15 while I'm actually playing a game. =( Still need to work on my settings.

Is your graphic card a NVIDIA?
I suspect the powermizer feature to stay on Adaptative, instead of Maximal power.
