Question / Help Hardware Cap/Bandwidth Cap?

Well been doing a fair amount of research and I'm at a loss I "should" be able to stream at 720p@60 fps but it still seems to be a bit pixelated. Other streams I have watched which appear "sharper" if that makes sense; as in they actually look like 60fps. This is BF3 at the moment.

Is this a hardware cap I'm seeing?

Your settings seem more than sufficient. What game? Certain games like minecraft don't tend to encode well -- adding: tune=animation to x264 custom settings can help a bit for minecraft specifically because of the amount of solid colors. If that's not the game, could I see a vod?
