Question / Help H1Z1 Stream Lagging

Hi,
I have a problem with H1Z1 while I'm streaming, my game is not lagging but on the stream it's lagging so much. So I asked some of my friends and they said me to set a higher bitrate, it's better but there is some lags too.

Upspeed around 250 mbp/s

PC:
CPU: i5 4690k
GPU: GTX970 4Go
RAM: 8GB 1866mhz
Mobo: MSI Z97 Gaming 5
PSU: Cooler Master G650M
OS: Win 10 64bit
 
all I can say without log is you should check this list to eliminate most common issues

1. 60hz desktop refresh
Replace with 59,94 for display like HDMI TV
If you have 144hz monitor its fastest and most reliable to forget about 144hz and follow 1,2,3,4
2. 60 or 30 in OBS (59,94 or 29,97 for HDMI TV)
3. 60 in game if there is switch for it (like bf3, bf4, overwatch) - 59,94 for HDMI TV
4. Enable vsync in game
5. Run obs as administrator
6. Enable high performance mode in windows power options
7. On Win10 disable game mode, game bar and game DVR https://i.imgur.com/7CVH7c5.png
8. Make sure your gpu can do stable 60fps in game without being maxed. OBS needs some of gpu resources as well. If you did points 1+4 and its still maxed lower resolution and/or details.
9. Install Afterburner (or pure RTSS+HW Info) to monitor cpu/gpu load and start experimenting with tuning resolution / fps / x264 preset. GPU/CPU load should not exceed 85-90%

But my game isn't lagging when I'm streaming ! ;)
 
I get same problem.
Have 130 fps offstreama and in stream it falls to 60-80 and all the loot ingame are delayed

GPU: 3071MB NVIDIA GeForce GTX 1060 3GB (MSI)
RAM: 16GB Dual-Channel DDR3 @ 801MHz
Mobo: ASUSTeK COMPUTER INC. Z97-P (SOCKET 1150)
PSU: Cooler Master G650M
OS: Windows 10 Pro 64-bit

I am streaming with:
- NVECH
- Bitrate 4000-5000 (Have 100 upload / 100 download)
- High Quality
- Profile: baseline atm (normal main)
- Niveau: Auto
- Keyframe: 2

1920x1080
Downscale to 1280x720
Bilinear with 60 fps

ANY HEL?!
