hey.. thx for looking at my log and sry for posting one that is not showing my problems :/ my bad
but for now i figured out where the problem came from. it is just the PS4-Source that makes my PC freeking out with 100% CPU utilisation. when i decrease that window it is better, but not a solution to stream, so i had to drop is down from 1080p60 to 720p60 for no lagging. maybe u or someone else knows what i could do. unfortunately i've not saved my last log and opend OBS after the stream twice so i will send it tomorrow if needed.

Thank you, I love it..just hoping and praying its not an issue with the PC itself.. The motherboard is a Z270 Mini-ITX.

Sorry for the slight miscommunication, I was referring more to the brand name of the manufacturer, such as ASUS, Gigabyte, MSI, etc.
I don't think it is an issue with your PC, if it is then perhaps software you may have running that is interfering (Motherboard bundled software, Killer NiC software bundled with NiC drivers, etc) that is causing the issue. If it is the case then a simple fix is to remove the software/run drivers only and not the bundled software that comes with the NiC drivers.
I would personally lean more towards your ISP having issues (Unintentional or deliberate - Which is defined as shaping) with their route they are sending the data you stream out from their end to the Twitch ingest servers.

No problem, it is just a case of every PC setup is different and very individual, even if they have exactly the same hardware. Some problems are caused by other software, overheating of CPU or GPU (Throttling) They could be caused by hardware that is faulty even though it is stable otherwise.

Glad you found a solution to the issues you were having.
Just be sure to check your logfile after you finish a stream to make sure there is no encoding/rendering/bandwidth frame drops.
If there is create a thread and I or someone else will try to assist you if possible.

So atleast with my issue I believe (95 percentish) that the issue is due to my IP address changing. I pulled up some logs from the depths of my pc which show around the time the issues started popping up my ip address had changed. I guessing this caused a bad route somewhere to twitch. I still can't stream but hopefully I can get this ip address to force change itself. I'll leave my modem unplugged for a week if a need to lol...

Still having issues. Tried DNS server change with no luck. When out and replaced the modem which also changed my IP address. Didnt work either, so Im all out of options now sadly.

Have you tried using VPN software to see if that makes a difference?
If it were to, then I would say it is down to your ISP and they are shaping the data route to Twitch ingest servers, or they are having peer-shaping issues with their ISP peer-partner (Who is potentially shaping the data route to Twitch, or simply overloaded with congestion - They need to open more ports on their end to allow for the higher traffic volume)
In either case, you will have to contact them to try and resolve it, telling them you are having issues only when streaming to Twitch servers, providing your location, Twitch ingest server location as well as Twitch ingest server IP range.

To obtain the range of IP addresses for the particular ingest server you have selected to stream via:
Start Menu ---> Run cmd
cmd.exe
Type in nslookup and the ingest server (Example: nslookup live-syd.twitch.tv)
Will provide all IP ranges currently online.

Unfortunately, Twitch automatically selects one of those servers each time you connect to stream. There is no way to force a specific server.

UPDATE****

So my issues with unstable bitrate is due to "power flux" on the modem due to my modem's upstream power being way to high... All 4 channels for upstream are in the low 50 dbm range. I called the ISP who confirmed that this modem's upstream power is supposed to be in the mid 40's dbm range and too much power could cause exactly what I am seeing. Tech is coming out tomorrow to fix it but that would explain the attached pic below... Also attached is a screenshot of my modem's logs which you can see the high upstream power.

I haven't heard of an issue like that for almost 2 decades, when I used to reside with a tech.
most of the time it is from the box in the street (Most often) It could be the connection point to your home is degraded due to environmental factors (Most common) could be by accident of another tech working on the box (Rarely)
Can also be a faulty cable, splitter, modem/router (Rarely)

Do you have any other (Intermittent/Continual) download/upload problems?
Does your net drop out in intervals?
Does your modem/router power cycle?
Are your internet speeds when you do a speedtest similar each test? Allowing for high traffic times of day.

Getting a tech out is definitely the best choice of action, be sure to get them to check the TAP at street level if your household checks out.
