Question / Help Grainy Video When Recording!

I am having some trouble! My recordings have been grainy and I thought I fixed it when I discovered that the resolution downscale was set to 1.5. But I guess that wasn't the case. I uploaded my OBS Log. Pls Help!

I copied the settings that were in the link above. But now my recording is experiencing lag spikes. Any sollutions? here is my new log - http://pastebin.com/uVYqziJ2

That log does not reflect the changed settings.
