Bug Report GPU Utilization Issues

The new replay buffer is really nice. You guys hit it out of the park with that. However, since that update, I've been having major GPU utilization issues. Before I describe the issue further, let me explain my set up as it's important.

Setup
I use a PC with Optimus. The default GPU is the iGPU, or Intel HD 4600. Certain programs are then whitelisted to my GTX 860M. The game would run off of the NVidia GPU while OBS was running off of the iGPU. However, it was configured to use the NVidia encoder chip at 20mbps at 60fps (Not double NTSC). iGPU utilization was usually about 10-20 percent while recording games. Some games have certain scenes that run at 100ish FPS so measuring performance was easy. When recording I would lose 6fps compared to 8 from Shadowplay (GG guys), and I had 100 percent GPU utilization for the NVidia card. This system worked pretty great for a long time. CPU utilization was very low too, around 6 percent was allocated to OBS while recording.

Issue
Since the update, iGPU utilization jumps up to 45% while staring at a static desktop. Playing a game, it jumps up to 80-100 percent while the NVIdia GPU staggers between 50-80 percent with MAJOR input lag applied to the game. Since the Creator's Update, task manager offers much more detail than MSI Afterburner in regards to GPU utilization, tho not so much memory utilization. From that I can determine that it appears to be using the 3D renderer from the iGPU, which is weird since I would expect it to report a load in the video processing section instead as that is more fitting. CPU usage has tripled as well. Before I saw about 20 percent in Overwatch, but this game (Haunt) is less CPU intensive than that one and I'm seeing 50+ CPU usage. I use an i7-4710MQ quad core clocked at 2.5-3.5GHz though all cores have a simultaneous maximum clock speed of 3.33GHz in my PC.

This issue has rendered the software unusable and I've had to switch back to Shadowplay, which I dislike since it doesn't record at true 60fps (It uses double NTSC), and it's a toss up if it wants to work or not. Down below contains more relevant data.
