Question / Help GPU usage

Hi. Have a strange problem. When I launch OBS it uses 10-20% of my graphical processor. I didn't turn on stream or recording. Just launched the program. I deleted any scenes and plugins to be sure but it didn't help. And it is a big problem for my 1060 3Gb because when I play games my GPU usage is around 80-90% and when I just start the program - ~99% and if I start the stream it lagged for my viewers. Thats why I need to minimize game settings for having < 99% and have worth game quality for them. I can't understand why because I use CPU (x264) for streaming and it have just 30-40% of its usage. Anyway, the problem starts before the streaming - when I launch the program. How can I fix it? And even if GPU usage is around 99-100% and I have 60+ FPS in game why it is lower in program and lagged on stream?

When you launch OBS you are in a low power state, which artificially inflates your GPU usage.

When you launch a game, start recording/streaming or have your NVIDIA control panel set to "Prefer Maximum Performance" you will see the correct GPU usage

The same situation is if I start it with the game. Without OBS - GPU usage is lower and I have more stable FPS. It not depends of game.
